HEIC files (image/video) are a format used by Apple on the iPhone and iPads to record images and videos. To view these images or videos on a Windows 10 device you will need to install a codec such as this free one from Microsoft https://apps.microsoft.com/store/detail/hevc-video-extensions-from-device-manufacturer/9N4WGH0Z6VHQ?hl=en-us&gl=US
Once the codec has been installed you will be able to view the HEIC image file using the Photos app on your Windows 10 device.
NOTE: There is also a paid version of the same codec so please check that you are not installing the paid version and installing the free version instead. Both versions are from Microsoft Corporation.
